Membership in WTO will not allow Russia making duty-free oil deliveries to Uzbekistan

Russia refused Uzbekistan in duty-free oil deliveries via main oil pipeline (MOP) Omsk – Pavlodar -Shymkent – Zafarabad, the Russian Energy Ministry said on January 18, 2017.
In November 2016 the Government of Uzbekistan officially requested to organize Russian oil deliveries via MOP Omsk – Pavlodar -Shymkent – Zafarabad without charging custom duties.
After consideration of this request Russian Energy Ministry decided that such scheme for Uzbekistan is not possible due to Russia’s liabilities in WTO.
Otherwise it will have to abolish custom duties to all countries – members of WTO.
Moreover, according to the Russian Energy Ministry direct export of gas via MOP Omsk – Pavlodar -Shymkent – Zafarabad is not technically possible at the moment.
